While the ideology of chatroulette could have spurred further integration among races, ethnicities and gender, erasing geographical distance that has traditionally stood as a barrier to communication, I've seen too many male genitalia flash across the screen to believe the latter.
ChatRoulette provides a stage for a range of internet users to converse. However, the majority of users are either focusing their webcam on something no one wants to see or are holding signs saying show me your boobs. For some way too adolescent reason, most of the "conversations" revolve around sexual content. (Girls are certainly not innocent in these interactions either.)
ChatRoulette can be an amusing site, but nothing that could lead to a global utopia. If anything, it serves as entertainment when horribly bored.
